About The Role

The role:

The primary purpose of the IT Project Portfolio Manager is to be a single point of contact for senior leaders in Horwich Farrelly and their colleagues to scope, schedule and plan the delivery of the IT projects portfolio. They will forecast the delivery costs, resourcing requirements and ensure alignment of delivery teams to meet Business and Client implementation commitments. The IT Project Portfolio Manager will create and manage regular, comprehensive reporting forums and mechanisms, tailored to the stakeholder group.

 

The ideal candidate will have a proven record of strong leadership and management of IT teams that enable change. This must include leading portfolio visioning and execution - identifying goals, objectives, and motivating and leading others towards their achievement.

 

Main Responsibilities:

  • Building and maintaining a portfolio of in-flight and pipeline projects.

  • Developing and maintaining relationships with key internal (to partnership level) and client stakeholders; influencing 'buy-in’ to delivery approach, prioritisation and plans.

  • Evaluating delivery resourcing options to optimise efficiency of implementations and sequencing of tasks.

  • Forecasting resourcing requirements for the portfolio and refining as scope of the epics are refined and confirmed during lifecycle.

  • Overall management and consolidated reporting of the project portfolio. Tailoring reporting and metrics to meet the needs of varying stakeholders.

  • Enhancing transparency and accountability to stakeholders providing reliable commitments to delivery timeframes of use cases, tasks and epics building stakeholder and customer confidence.

  • Build and maintain a comprehensive understanding of the Clients’ and Business expectations to ensure that forecasts  are appropriately scoped, scaled, costed and scheduled

  • Working closely with resource management, delivery teams and central functions to forecast, plan and monitor delivery of the portfolio, both pipeline projects and those in flight. Working with colleagues to release delivery blockages, where necessary.

  • Defining and implementing processes to streamline the portfolio management process.

  • Ensuring that agreed business objectives, requirements, schedules, costs and quality objectives across the portfolio of projects are being met.

  • Obtaining appropriate approvals and authorisations to enable progression, considering dependencies and taking appropriate action to overcome delays, difficulties or cost overruns.

  • Ensure that all portfolio risks are understood and countermeasures identified, minimising risk to the organisation, and maximising quality and timeliness of deliveries.

  • Ensure underlying delivery status reporting is consistent with the Portfolio Management dashboards.

  • Motivate project delivery teams so that their individual and collective performance is of the required standard and meets the current and future needs of the business.

  • Manage and support the development of direct reports and provide managerial oversight and guidance on their project deliveries.

     

Essential skills:

  • Worked at a senior level in a technology focused PMO function, with solid Project Portfolio Management experience in a Partnership organisation.
  • Experience of providing clear, comprehensive project and portfolio KPI reporting.
  • Accredited and practiced in working with both agile and waterfall project methodologies.
  • Experience of project & programme methodologies and management of pipeline of demand.
  • Excellent presentation skills, with clear demonstrable experience in producing and delivering quality presentations and reporting to both internal and external customers.
  • Strong interpersonal skills, to engage positively with senior colleagues and internal delivery teams, building trust and credibility.
  • Stakeholder management skills, with the confidence to challenge supportively and effectively where appropriate.
  • Influencing skills with ability to achieve positive outcomes in a challenging, complex and pressurised commercial environment.
  • Comfortable performing in a demanding and high-pressure environment, with an ability to overcome set-backs and challenges.
  • Ability to communicate IT terminology and technical data using customer facing language.
  • Minimum 8 years’ experience of Managing Projects and People at a senior level.
